This is an interesting article about the merits of pop-ups. There is no denying they are effective but this article debates the long term implications of alienating your audience. I agree with them that UX is better without pop-ups, however there could well be a place for them depending on the timing (both in terms of blog maturity and when it pops up) and the positioning. My verdict - effective if used smartly.
